The Office of the Commissioner of Communications – Digital Security Authority (DSA) successfully hosted the capacity-building workshop titled “ITU-EaPeReg-EMERG Capacity-Building Workshop on Quality of Service and Resilience of Mobile Infrastructure for Regulatory Authorities”, which took place on 14 and 15 October 2025 at the premises of the Academy of the Commissioner of Communications.

The event was organized in close cooperation with the International Telecommunication Union (ITU), the Eastern Partnership Electronic Communications Regulators Network (EaPeReg), and the European Mediterranean Regulators Group (EMERG), confirming the institution’s intensely international nature and high scientific standard. The contribution of the ITU-D sector member, Rohde & Schwarz, which actively supported the implementation of the event, was also significant.

The workshop's objective was to enhance the technological and regulatory capacities of national authorities in the critical field of Quality of Service and the resilience of mobile infrastructure, with an emphasis on 5G technologies and related cybersecurity issues. This initiative served as a high-level platform for the exchange of know-how, the formulation of strategic policies, and the promotion of international best practices. The workshop brought together more than 60 participants from 22 countries, strengthening cooperation among regulatory authority members of EaPeReg and EMERG.

Welcoming addresses at the opening ceremony were delivered by Mr. George Michaelides, Commissioner of Electronic Communications, Mr. Jaroslaw Ponder, Head of the ITU Office for Europe, Ms. Mzia Gogilashvili, EaPeReg Focal Point, and Mr. Panagiotis Kyriakides, an official of OCECPR and EMERG representative. They all stressed the importance of international cooperation and the coordination of regulatory authorities for the development of secure and reliable infrastructures.

Particular prestige was added by the subsequent interventions of Mr. Jaroslaw Ponder and Mr. Vladimir Dukovic, a representative of the European Commission's DG CNECT, who highlighted the international prospects, European policy directions, and the strategic importance of the resilience and security of telecommunications infrastructures in the 5G era.

The workshop content covered the most modern approaches to ensuring resilient and high-quality mobile infrastructures at a high level. The thematic units focused on the future of mobile infrastructures, the transformative impact of 5G, technical and regulatory challenges, and cybersecurity management in new technologies.

Emphasis was also given to practical applications, case studies, and technical sessions concerning OpenRAN (security risks, adoption challenges, interoperability testing), Private Networks, and 5G Non-Terrestrial Networks.

The event concluded with an Expert Roundtable on the topic “Reflections and the Road Ahead for 5G Deployment and Security,” during which conclusions and strategic proposals were presented for the further strengthening of the resilience and security of mobile infrastructures at national and international levels.

The successful completion of the workshop once again highlighted the commitment of the Republic of Cyprus to promoting secure, reliable, and resilient electronic communications infrastructures, as well as to the expansion of international cooperation and strategic dialogue in the telecommunications sector.
